Foundation Board Chair
Shirley Moore Smeal
Shirley Moore Smeal is the Board Chair of the ViaPath Foundation, as well as a Senior Consultant for ViaPath Technologies. She is also President and CEO of Moore Smeal and Associates, a corrections-solutions consulting firm.
Ms. Moore Smeal has more than 35 years of experience in the corrections field and previously served as the first female Executive Deputy Secretary/Chief Operating Officer for the Pennsylvania Department of Corrections.
An advocate for always doing what is right, Ms. Moore Smeal was influential in implementing a leadership training program designed to recognize and reward diversity, provide opportunities for growth and development, and allow for networking. She also believes in supporting opportunities that give both returning citizens and children of incarcerated parents the best opportunity for success. She is a member of many professional organizations and is a past president for the Association of Women Executives in Corrections (AWEC).
I strongly believe in what we are doing as a company to break the cycle of incarceration, and the Foundation is the next logical step by helping at-risk youth not become impacted by the justice system.
Foundation Board Vice Chair
Jessica L. Artz
Jessica L. Artz is the Vice Chair of the ViaPath Foundation, as well as Executive Vice President and Chief Human Resource Officer of ViaPath Technologies. Ms. Artz leads the company’s corporate social responsibility, employee engagement and diversity, equity, and inclusion initiatives.
In addition, she oversees the execution of Marketing and Communications, Facilities, and Administration. She also leads the Reintegration and Community Engagement function, where she focuses on providing tools, resources, and support systems for individuals reintegrating into their communities post-incarceration.
Before joining ViaPath in 2016, Ms. Artz spent four years with General Dynamics Information Technology (GDIT) as a Director of Human Resources. Prior to joining GDIT, she was an international human resources manager for Computer Sciences Corporation. Ms. Artz is a longstanding member of the Society for Human Resources Management and remains an active member of the World at Work Compensation Association. She also holds a Leadership Excellence and Executive Coaching certificate from Academy Leadership.
I strongly believe in the ViaPath Foundation’s mission and look forward to helping empower organizations that are providing opportunities for at-risk youth.
Foundation Board Grantmaking Committee Chair
Matt Caesar
Matt Caesar is the Chair of the Grantmaking Committee for the ViaPath Foundation, as well as the Executive Vice President and Chief Strategy Officer of ViaPath Technologies. He is responsible for developing the grantmaking process and reviewing grant applications.
Caesar joined ViaPath Technologies as Executive Director of Engineering in 2010 with the acquisition of Digital Solutions, Inc. Prior to joining ViaPath Technologies, he spent 12 years in a number of engineering and technology roles at Digital Solutions, Inc. where he was responsible for managing the day-to-day operations of product development and technical services. He is also the President of Touchpay Holdings, LLC, an industry leader in automated payment services for government agencies and private enterprises.
Caesar received his Bachelor of Science in computer science from Saint Francis University.
Success is often predicated on opportunity and by expanding the pathways to enrichment, greater outcomes can be achieved. That is a noble endeavor.
Foundation Board Finance & Investment Committee Chair
Christopher Hemmick
Christopher Hemmick is the Chair of the Finance and Investment Committee for the ViaPath Foundation Board, as well as the Senior Vice President of Finance for ViaPath Technologies.
Mr. Hemmick has two decades of experience in strategic financial planning and analysis, business operations and development, as well as capital, cash and risk management. Before joining ViaPath in 2019, he served as Senior Finance Director at General Dynamics Health Solutions (GDIT) in Fairfax, Virginia.
Prior to that, Mr. Hemmick worked in FP&A and Business Operations for Lockheed Martin where he provided management and oversight of portfolios and programs within the Defense and Civilian line of business.
Mr. Hemmick holds both a Master of Business Administration (MBA) from George Mason University and a Master of Science in Finance from the University of Maryland.

Foundation Board Secretary
Audrey Bird
Audrey Bird is the Secretary for the ViaPath Foundation Board. She also serves as Executive Assistant to the CEO & CFO at ViaPath Technologies.
Before joining ViaPath, Ms. Bird was an Executive Office Administrator at Northpond Ventures, a science-driven venture capital firm in Bethesda, Maryland.
Ms. Bird also worked as Director of Marketing and Special Projects at Gingrich 360, a multimedia production company featuring the work of former U.S. Speaker of the House Newt Gingrich. In 2018 she began volunteering with TAPS, a non-profit benefiting those who have lost family members in military service, and she continues that work to this day.
Ms. Bird began her career as a political intern in Washington, D.C. in 2013. She holds a Bachelor of Arts in Political Science from Luther College and is currently working towards a Masters of Business Administration (MBA) from the University of North Carolina at Chapel Hill.

Foundation Board Treasurer
Antonio Sadler
Antonio Sadler is Treasurer of the ViaPath Foundation Board. He also serves as an Associate Product Manager at ViaPath Technologies.
Mr. Sadler joined ViaPath Technologies in 2021 after serving 10 years in a South Carolina penitentiary. While incarcerated, he used a ViaPath Inspire tablet to access educational and job training tools, and stay connected with his family. Upon his release and reentry into his community, he applied for a role in ViaPath’s education department.
Mr. Sadler uses his talents and background to inform the direction of ViaPath’s products and services from the perspective of someone who was formerly incarcerated. He draws from his prison experience to create and evaluate programs, products, and services that facilitate personal and professional growth among the incarcerated.
